Cash For Clunkers. It's a proposed program to get high-CO2 emitting cars off the road.
Kaitlyn: It's basically the law, now. But sadly, they're wrong. Many, maybe most, Pluggers have cars too old to qualify. (25 yrs old or older).
WV: subor. starts a long word pluggers can't pronounce but which describes them.
From the looks of that hole in the upper left part of the windshield it appears someone has been trying to do away with this Plugger and his "clunker" with a .38...
